What Is Jan Kalyan Shivir / Seva Setu Camp?
Jan Kalyan Shivir is West Bengal’s convergent welfare-delivery programme, designed to bring central and state government schemes to a single camp set up at the district, block and ward level. The first round ran from June 15 to 17, 2026, reaching all 144 wards of Kolkata Municipal Corporation alone. The next round is scheduled for 2, 3 and 4 October 2026.

Facilities Available at Each Camp
1. On-the-spot application and registration
New applications for any of the above schemes can be submitted directly at the camp, without needing to visit a separate office or navigate an online portal.
2. Document verification
Submitted documents are checked on-site, reducing the back-and-forth that normally follows an application filed elsewhere.
3. KYC assistance
Help is available for residents whose applications have stalled due to incomplete or mismatched KYC details.
4. Form-filling support
Camp staff assist residents who are unable to complete application forms on their own, a facility aimed particularly at those not comfortable with digital processes.
5. Grievance redressal
The camp also functions as a complaints window. Residents whose Annapurna payment hasn’t arrived, whose Ayushman card is stuck mid-verification, or whose application has gone unanswered can raise the issue at the same desk, rather than it being for new applications only.
6. Status checks
For applications already submitted elsewhere, the camp can help check current status and flag what’s missing.

Camps follow a layered structure: District → Block/Municipality → Gram Panchayat/Ward. One camp typically covers a cluster of wards rather than a single one; in Howrah Municipal Corporation, for example, a single camp serves roughly ten wards, run by a task force under the municipal commissioner.
